We all know what it means, the 1st part of the finale. Nothing is gonna happen in this film but dragging and foreshadowing.

Katniss was suffering from trauma after being saved from the last Hunger Games. She worried a lot about Peeta. She knew her partner well after spending a year together pretending to be lovers. She saw something's wrong with him by a look in his eyes. She guessed terrible things had happened to him back in the Capitol. Peeta knew her well too. He did his best to warn her once he knew she's watching.
However she had to manage to pull herself up as she had a revolt to lead, a government to overthrow. Plutarch (Philip Seymour Hoffman) suggested to President Coin (Julianna Moore) that Katniss should take the leading role of the propaganda. They also explained how propaganda works during war. She doesn't necessarily fight in battles. She had to be an icon and an inspiration, She would be the hope that desperated people looked upon. A pep talk or two would definitely help. Revolts took place, suicidal ones. People were willing to sacrifice their lives beacause they saw a hope of winning.
Every time I watched The Hunger Games films, I can't help wondering "is this really a children book?" It is dark and deep. It talks about scheming and politics. It's about revolt against tyranny, which the process is violent and bloody.
This film is the talking before the figting. It builds up anticipation. We expect epicness coming up in the final installment of this intense franchise.
This scene gave me goosebumps and drove me into tears.
This scene reminded me what happen at home.
I remembered dozens of protesters in Mongkok raised the three-finger gesture outside a cinema playing this film's trailer. That's the exact cinema that I watched this film.
The dam and forrest scene echoed the horrific scenes in Lung Wo Road and Mongkok. Protesters were mainly students and young adults. They had very little to protect themselves. They used their bodies as shields against pepper spray and batons. Just like the film, one row down. Next row up.
